Seeing as they said “manipulate” instead of “take apart” or “try to dial out”– I bet the guy did that “jiggle the rest-pad that tells the phone the receiver is down so the phone will hang up” thing.
Like you would if you suspected a phone may have had the pad disabled, so the phone ‘thinks’ the receiver is off the hook, which would make for a busy signal….
