We know that because the company has visited the plant. It sounds like there hasn’t been full communication between BP and the Feds.
If only someone on the Fed side could 1) communicate with BP at the highest levels; 2) swear off looking into criminal charges until the oil stops flowing; 3) force the agencies involved to coordinate closely with the military side of the effort; and 4) make sure that the Gulf states get what they need to fulfill their roles in remediation.
Someone like that might have been able to keep a lot of oil off of the beaches, marshes, and wildlife in the Gulf.
It would be great if there were someone with the influence and communication skills to do these things.
